  • Establish, develop and implement a comprehensive ESHQ training structure and process, and ensure compliance training by certified legal required, corporate required, industry required and site required via establishing training matrix, set up training plan, organize and implement training conduction, KPI, records, effect evaluation and continuous improvement.
  • Organize, lead or coordinate kinds of training to fulfil and meet requirement and satisfaction from each parties, such as legal required training, company required training, daily education, etc.
  • Evaluate, select, and maintain cooperative partnership with external government-commissioned training vendor to provide legal required training for internal customers.
  • Ensure all related employees to get certificate and ensure their effectiveness to avoid potential legal penalty, such as main principal certificate, safety management person certificate, dangerous chemical operation certificate, special worker certificate (confined space entry personnel, welder, electrician, scaffolder, etc.), special equipment management/ operation certificate (special equipment includes pressure pipe, pressure vessel, boiler, forklift, lift apparatus), etc.
  • Handle and involve in operational ESHQ training matters and maintain solid contact and work relationship with external training vendors and internal customers to minimize misunderstanding and fluent plant efficient operation.
  • Build up and develop internal trainers and assist them to continuously improve training/ presentation skills.
  • Establish and manage internal learning material pool, handle and involve in internal curriculum design. 
  • Ensure resource and competence to implement training programs related to environmental protection, occupational safety & health, emergency response & fire-fighting via various approach, such as lecture, classroom training, practical training, workshop, E-learning etc. 
  • Build up, maintain and optimize systematic E-learning software application to whole site base on request internal.
  • Evaluate training effectiveness via training test, questionnaire investigation, feedback collection.
  • Establish and maintain personal learning portfolio.
  • Report key performance indicator of ESHQ training to supervisor and site management team regularly.
  • Involve in kinds of audits on ESHQ training part, such as corporate audit, region audit, internal audit, certifying audit, social audit, customer audit, 3rd party audit, etc., and continuously follow up corrective actions.
  • Coach, support and integrate new invested plants to use one harmonized MUSC ESHQ training structure, to ensure new invested plant to operate in compliance with legal requirement, corporate requirement, industry standard, and site requirement.
  • Support and assist ESHQ management system manager.


  • Master/Bachelor University Degree;
  • Minimum 5 years of experience working in chemical industry with emphasis on ESHQ related areas, a plus working experiences in multi-international companies;
  • Solid knowledge for ESHQ related laws and regulations, industry standard;
  • Familiar with ESHQ management systems, such as ISO9001, ISO14001 and ISO 45001;
  • Strong interpersonal and communication skill - can engage and build rapport with people from a wide range of backgrounds at all relevant organizational levels;
  • Strong work planning/organization/time management skills;
  • Good responsible for making decision with priority setting and multi-tasking capabilities;
  • Strong presentation skills;
  • Fluent English skill being able to communicate in English both in speaking and writing;
  • Good skill in computer, a plus for statistic.
