RESPONSIBILITIES

1. Ensuring compliance to EMSEA’s rules and increase safety awareness and behavior of contractors by

  • Providing training to contractors on ESH related matters including Permits, Site Induction, Occupational Health, Emergency Response etc.
  • Performing requires compliance audits, inspections or safety walk-downs with contractor safety coordinators and follow up including corrective actions from contractors
  • Developing and reviewing procedures and ESH programs e.g. Contractor Pre-Qualification etc.
  • Ensuring that the worksite maintains good housekeeping, contractors are using appropriate personal protective equipment
  • Assisting in arranging safety meetings, trainings and maintain daily log of activities or tasks
  • Supporting incident investigation for dangerous occurrence or occupational disease that occurred within the workplace
  • Reviewing the risk assessment and risk management of activities at workplace by providing timely input to reduce the risk or hazards.
  • Improving contractor recognition of at-risk behaviors
  • Conducting emergency drills and gas detectors training with contractor safety coordinators to raise safety awareness and ensure the correct behavior is fostered
  • Supporting line management to implement Evonik’s ESH programs to contractors
  • Working closely with Maintenance Service Manager and Turnaround Manager to create safety and health awareness among contractors.

 

2. Implementation of applicable Singapore WSH regulations and EMSEA rules compliance matter related to occupational safety, health & security and ensure compliance by

  • Maintaining current safety & health process implementation & evaluation as per Singapore WSH standards
  • Assisting the Health & Safety Manager with implementation of safety plans, training plans, safety meetings, audits & inspections, investigations and other contractor related tasks in the plant
  • Identifying and assessing any foreseeable risk arising from the workplace or work processes, providing timely input in the risk analysis and by providing measures to minimize/eliminate them
  • Assisting/ coordinating Industrial Hygiene monitoring in plants
  • Ensuring the compliance to work permits (i.e. confined space, hot work, etc.)
  • Keeping occupational injury & illness rates to a benchmark level and strive to reduce it further
  • Improving employee/ contractor perception, participation and commitment in the safety and health process
  • Performing required compliance audits/inspections, daily plant safety and ensure security patrolling of the site
  • Ensuring external security agency to carry out their duty as instructed by reviewing security related documents e.g. operating procedures, initiatives and rules.
  • Working closely with security supervisor to coordinate security operations or activities related to public law enforcement, SCDF and other related agencies.
  • Coordinating training of new security personnel and refresher training of security personnel of the surveillance equipment and fire protection system located in FCC (fire command center) and public announcement system at the reception lobby.

 

3. Contributes to the implementation and maintenance of good team work by

  • Monitoring team performance and trends relating to the team work effort
  • Collaborating with Shift Safety Coordinator and Training Specialist to schedule *Safety induction, respirator fit test etc.
 

REQUIREMENTS

  • Education, Certification or relevant experience required:
  • MUST have minimum WSQ Advance Certificate in WSH Level B or equivalent and engineering diploma a plus
  • Minimum “O level” qualification
  • Prior safety experience (minimum 5 years) in plant expansion and plant shutdown / turnaround maintenance of chemical/pharmaceutical manufacturing industry
  • Self-starter, communication, influencing skills and decision-making ability
  • Preference with Work at Height Assessor, Confined Space Safety Assessor, Occupational First aid trained, Lifting supervisor and certified Fire Safety Manager
  • Able to prepare training materials with MS PowerPoint, establish SOP with MS Word and collection of data with MS Excel
  • Strong interpersonal skills to include platform/presentation skills and organization skills
  • Firm commitment to safety and team working and decision making abilities
  • Communication and training skills of adult learning
  • Fluency in English and one or more of the local languages is mandatory
